19c DBUA fails with [INS-08102] Unexpected Error Occurred While Transitioning From State 'selectDatabase'

Symptoms
When invoke DBUA to upgrade database from 11.2.0.4 to 19c, it is failing with below error:
The trace.log file shows below error:
