Errors ORA-65048 and ORA-12850 while Changing Password, Dropping or Altering SYS user and Common users in CDB/PDB Databases (Doc ID 2739019.1)

Symptoms

Errors ORA-65048: error encountered when processing the current DDL statement in pluggable database and  ORA-12850: Could not allocate slaves on all specified instances: needed, allocated while Changing Password, Dropping or Altering SYS user and non-default Common users in CDB/PDB Databases.

 There are no errors recorded in database instance alert log. View cdb_profiles include multiple profiles with SESSIONS_PER_USER limit set to 1 and database instance parameter resource_limit=TRUE (Default value)

Changes

 Multiple profiles created for common users with SESSIONS_PER_USER limit set to 1.
