EM Express - IE cannot display graphs

Symptoms
Accessing 12.2.0.1 EM Express with IE, no graph displayed (both homepage and Performance tab, etc), only text information is displayed where graphs are expected.
On upper right corner of the page, "Accessibility Help" button is displayed.
Changes
On login page, click the wrench icon on the upper right corner of the login dialog, then "Accessibility Preference" window popup,
on this window, below checkbox is checked on, which means login EM Express in "accessibility mode":
"I use a screen reader (Accessibility-specific constructs will be added to improve behavior with a screen reader)"
