LOCK_SGA on Windows fails with ORA-27102

In order to lock the SGA in physical memory, the DBA has set the parameter LOCK_SGA in the init.ora. While trying to open the database, the STARTUP command fails with ORA-27102.

SQL> startup pfile = 'D:\oracle\admin\db9205\pfile\init.ora'
ORA-27102: out of memory
OSD-00025: Message 25 not found; product=RDBMS; facility=SOSD

O/S-Error: (OS 8) Not enough storage is available to process this command.


The parameter LOCK_SGA has been set in the init.ora file
