Trying to Startup the extproc Listener Gives the error HPUX Error: 226: Address already in use (Doc ID 274149.1)

Symptoms

Extproc listener fails to startup, and gives the following messages:

TNS-12542: TNS:address already in use
TNS-12560: TNS:protocol adapter error
TNS-00512: Address already in use
HPUX Error: 226: Address already in use
