Datapatch For 20201020 RU Errors With Queue Error (Doc ID 2742517.1)

Goal

When running datapatch after applying the 20201020 RU, patch 31771877 errors in the pdb used for our OEM repository.
  -> Error at line 101760: script rdbms/admin/catsnmp.sql
  - ORA-24010: QUEUE SYS.ALERT_QUE does not exist
  - ORA-06512: at "SYS.DBMS_AQADM", line 1070
  - ORA-06512: at "SYS.DBMS_AQADM_SYSCALLS", line 261
  - ORA-06512: at "SYS.DBMS_AQADM_SYS", line 8992
  - ORA-06512: at "SYS.DBMS_AQADM", line 1065
  - ORA-06512: at line 3

Tried dropping and recreating the queues using catnoalr.sql and catproc.sql, but catproc gets the same error in the pdb.

Also tried running the scripst catnoalr.sql, dbmsslrt.sql, catalrt.sql, catmwin.sql, exechae.sql in the pdb but a recompile shows 5 objects invalid:
