Hot Cloning Remote PDB In 19.7 Using TDE failing on windows (Doc ID 2742872.1)

Symptoms

When hot cloning a remote PDB, both source and target instances running 19.7 database, it is giving the following error on remote CDB:

ERROR at line 1:
ORA-19505: failed to identify file "E:\ORADATA\FIMDM\PDBTEST\SEC_DATA1.DBF"
ORA-27041: unable to open file
OSD-04002: unable to open file
O/S-Error: (OS 3) The system cannot find the path specified.

When tried same operation but with no encrypted tablespaces, it went through successfully without issues. Also when hot cloning locally on same CDB, it works fine as well. So issue is only happening when remote hot cloning with TDE.

Command executed on target CDB after necessary common user and db link are created:
CREATE PLUGGABLE DATABASE PDBTESTING FROM PDBTEST@clonemypdb FILE_NAME_CONVERT=('E:\ORADATA\FIMDM\PDBTEST','E:\ORADATA\FIMDM\PDBTESTING') KEYSTORE IDENTIFIED BY *password*;

Both source and target CDBs are running on a single instance CDB-database and are on Windows 2016 x64.

Both have April RU/CPU installed including OJVM update.

Changes

 Database upgrade to 19c
