DBCA Deletes Wrong Database If The DB Name Is The Same With a PDB In Another CDB (Doc ID 2744369.1)

DBCA can delete wrong database if the DB to be deleted has the same name with a PDB in another CDB. The issue can be reproduced by below test case.

1. Create two databases below on 19C RAC, using the same sys password.
