Oracle database and listener.
Connections via the listener on a Windows platform fail with an ORA-12500 TNS:listener failed to start a dedicated server process
Inspection of the Control Panel Service for the instance shows that the "Log on as" account information is configured for the domain user. However, the listener service is configured to "Log on as" the Local System account.
If the instance is changed so that the "Log on as" account information matches that of the listener, then connections are successful.
The database service "Log on as" information has been changed recently or this has not worked since the installation took place.
