Symptoms

You are following <Document 2409808.1> - How to Generate AWRs in Active Data Guard Standby Databases,"  and running DBMS_UMF.register_node from the standby database.  It errors with "ORA-15751: The RMF operation failed," and "ORA-02085: database link ORA-02085: database link <standby_to_primary_link> connects to <database> ...".
