19c DBCA reported "There Are No Databases Present On The System" When Registering Database With OID (Doc ID 2746678.1)

Symptoms

This is a RAC One Database.  Customer is attempting to register the database with OID running:

${ORACLE_HOME}/bin/dbca -configureDatabase -silent -sourceDB ${DBUNS} -databaseCN ${DBUNS} -registerWithDirService true -dirServiceUserName 'uid=dbaas_os_job,ou=NPA,ou=DBaaS,ou=Services,o=ing' -useWalletForDBCredentials true -dbCredentialsWalletLocation /<PATH>/oracle

[FATAL] [DBT-10201] Configure an existing database operation cannot be performed.

CAUSE: There are no databases present on the system.
