PASSWORD_VERSIONS value for common user C## is 12C on CDB but still 11G 12C on PDB after upgrade from 11g to 19c (Doc ID 2748634.1)

Symptoms

After upgrading GRID and Database from 11.2 to 19.9, you may see a difference between CDB and PDB with a "common user" (C##) with respect to the PASSWORD_VERSION values, despite setting SQLNET.ALLOWED_LOGON_VERSION_SERVER=12a.
Password version of a common user is 12C on CDB
Password version of the same common user is 11G 12C on PDB
