Symptoms

One-time DBMS_SCHEDULER jobs occasionally do not start.
The jobs are scheduled but never run, the job keeps staying in 'SCHEDULED' state.

It happens quite rarely, once for every 10000 job executions.

EXPECTED BEHAVIOR

One-time DBMS_SCHEDULER jobs should always start.

Changes

 After the database upgrade to version 19.7, this issue started to manifest.
