Symptoms
Connection using Secured External Password Store (SEPS) Fails with Error "ORA-01017: invalid username/password" from Windows 19c Oracle Client.
Password for database user includes special characters, for example exclamation mark !
mkstore -wrl C:\<dir>\wallet -createCredential <connection string> <user> <password>
Changes
New database credentials were added via SECURE EXTERNAL PASSWORD STORE to authenticate from windows client in 19.3 version to windows database 19.9
But if the password has special characters, for example exclamation mark !, the password is not registered completely when creating the credential using mkstore command.
