Dbms_resource_manager.calibrate_io error ORA-56753 on Exadata (Doc ID 2749412.1)

Symptoms

After upgrading from 12.2.0.1 to 19.8, we noticed that dbms_resource_manager.calibrate_io is no longer working. The errors we are receiving are:

ORA-56719: Error spawning or communicating with calibration slave
ORA-56753: Calibration failed because Exadata files are not sufficiently populated.
ORA-06512: at "SYS.DBMS_RMIN_SYS", line 4469
ORA-06512: at "SYS.DBMS_RESOURCE_MANAGER", line 1210

Changes

 Upgraded database version higher than 12.2.
