Goal

Provide a merged patch for "gc current request" waits on 19.7, 19.8, 19.9, and 19.10.

The following bugs are known to cause long "gc current request" waits in addition to other fixes that are already included in 19.7 and higher:

All the fixes listed here are included in 19.11 and higher.
