Opatchauto Is Trying To Find Non-Existing Actions.xml And Failed By OPATCHAUTO-72043

Symptoms
Opatchauto apply is failed by the following errors.
Even though below points are confirmed, the issue is not solved.
- Patch is extracted by GI owner.
- The latest Opatch is downloaded and extracted on ORACLE_HOME.
When the issue is caused, below error can be confirmed from opatch log.
Example1) Patch Collection failed: <directory>/31718737/31550110/Proactive/etc/config/actions.xml (No such file or directory)
Example2) Patch Collection failed: <directory>/31718737/31550110/etc/config/actions.xml (No such file or directory)
However, such directly like as "/31718737/31550110/etc/config/" does not exist in fact.
