Symptoms

After an upgrade to 19.x from 18.8 the database started with the wrong timezone.
This problem does not require an upgrade to 19.6 (only) as the problem has also been confirmed after an upgrade to 19.8 from 18.8.
- Note: 18.8 is the only 18.x version supporting upgrades to a 19.x version.
