Dispatchers Parameter Is Enabled Despite Creating DB To Be Dedicated Using DBCA (Doc ID 275786.1)

Symptoms

Dispatchers parameter is enabled despite creating DB to be dedicated using DBCA
Some dispatcher and shared process showing in spite of the database being dedicated.

Steps to reproduce :
.
1.Invoke DBCA utility
2.Choose dedicated when prompt for DEDICATED/SHARED
3.After DB gets created check the INIT file.
4.You can see DISPATCHERS parameter enabled though DEDICATED was chosen
