Symptoms

Installation of Grid Infrastructure on Linux8 fails when SELINUX is enabled.
This problem is reported as Bug:30041206 , and fix of this bug is included on 19.10.0.0.210119OCWRU or above.
But same problem still reproduces on 19.10.0.0.210119OCWRU or above. 

Changes

Language setting of terminal to run root.sh is on Non-English (like Japanese)
