Error “0712-001 Symbol ztpk_ ………” Received during Patching (Doc ID 2763504.1)

Oracle Database - Enterprise Edition - Version 11.2.0.4 and later
IBM AIX on POWER Systems (64-bit)

Symptoms

 When applying the patch on the 2nd (last node) in RAC ,  The opatch installing TFACTL, we hit the errors below :

rtld: 0712-001 Symbol ztpk_SetKeyInfo was referenced
from module <ORACLE_HOME>/lib/libhasgen11.so(), but a runtime definition
of the symbol was not found.
rtld: 0712-001 Symbol ztpk_DestroyKey was referenced
from module <ORACLE_HOME>/lib/libhasgen11.so(), but a runtime definition
of the symbol was not found.
rtld: 0712-001 Symbol ztpk_Sign was referenced
from module <ORACLE_HOME>/lib/libhasgen11.so(), but a runtime definition
of the symbol was not found.
rtld: 0712-001 Symbol ztpk_Verify was referenced
from module <ORACLE_HOME>/lib/libhasgen11.so(), but a runtime definition
of the symbol was not found.
rtld: 0712-002 fatal error: exiting.

 When trying to start/relink or any action related to CRS, we will see this error

rtld: 0712-001 Symbol ztpk_SetKeyInfo was referenced
from module <ORACLE_HOME>/lib/libhasgen11.so(), but a runtime definition
of the symbol was not found.
rtld: 0712-001 Symbol ztpk_DestroyKey was referenced
from module <ORACLE_HOME>/lib/libhasgen11.so(), but a runtime definition
of the symbol was not found.
rtld: 0712-001 Symbol ztpk_Sign was referenced
from module <ORACLE_HOME>/lib/libhasgen11.so(), but a runtime definition
of the symbol was not found.
rtld: 0712-001 Symbol ztpk_Verify was referenced
from module <ORACLE_HOME>/lib/libhasgen11.so(), but a runtime definition
of the symbol was not found.
rtld: 0712-002 fatal error: exiting.
