When attempting to start the second instance in a two node RAC configuration this hangs, with high
buffered IO activity from LMON process. If the first instance is shutdown, then the 2nd instance starts
up.

The 2nd instance did not show any actual communication error, suggesting that the communication
channel was open between the two nodes in the cluster.

Changes

A 2nd NIC card has been configured on each of the two machines in the cluster, with TCPIP Failsafe
option configured.
