Symptoms
This issue is relevant to switchover in a Microsoft Windows environment using DG Broker.
Role reversal completes, but when old primary takes more then 60 seconds to shutdown and restart (as the standby role), the broker reports "ORA-12518: TNS:listener could not hand off client connection".
The old primary (now the standby) has to be manually started up.
Changes
This issue typically occurs when the number of active sessions is relatively higher at the current primary before performing the switchover.
