DBMS_LOB.WRITEAPPEND Fails With ORA-22921 While Processing Special Characters (Doc ID 2764902.1)

Symptoms

DBMS_LOB.WRITEAPPEND accepts string and its length but for some special characters length parameter is not returning correct length.

Issue can be reproduced with below test case (Issue is reproduced with a special character and AL32UTF16 character set but same issue can be reproduced with other combinations too)

Changes

Upgraded to 11.2.0.4.
