Cannot Recreate Pluggable Database- ORA-17627: ORA-02396: Exceeded Maximum Idle Time (Doc ID 2765072.1)

After upgrading both the source and target PDBs to 19.9, getting the following error when executing create pluggable database.

The profile idle_time is set to unlimited.
