Common (Global) C## users in a Multitenant environment

Goal
A question that sometimes arises with the Common (Global) users in a Multitenant environment, is if the C## can be omitted when making connections.
This may be because of third party tools (or even SQL*Plus) on client side having limitations with using the complete username including the prefix "C##"
For example if you have a common user named C##USER1, the question is, would it be possible to connect using USER1 and without the prefix (C##) in the connection string?
