PDB Changes Characterset After Renaming (Doc ID 2769233.1)

Symptoms

After renaming the PDB, the umlauts and special characters were no longer displayed correctly, apparently something has changed in the characterset of the PDB;
A dump of umlauts and special characters after the renaming of the PDB produced a different result than before the renaming
