Accessing Dictionary views via DG4ODBC connecting to Postgress DB Returns Error "HY000" (Doc ID 2769765.1)

Symptoms

While  accessing Dictionary views via DG4ODBC connecting to Postgress database Returns Error "HY000" as below-

select table_name from all_tables@<db_link>

We get an error:

select table_name from all_tables@<db_link>
==>
ORA-28500: connection from ORACLE to a non-Oracle system returned this message:
ERROR: relation "ALL_TABLES" does not exist;
No query has been executed with that handle {42P01,NativeErr = 1}
ORA-02063: preceding 3 lines from <db_link>
