UNION Query on JSON Data Fails with ORA-00904 After Upgrade to 19c (Doc ID 2770313.1)

Symptoms

After upgrade to 19c, a UNION query on JSON data fails with the following error if a VPD policy exists on the JSON column:

ORA-904: invalid identifier


The two queries executed separately run fine.

The UNION query does not fail if the VPD policy is disabled.
