Select On Column VARCHAR2(16000) Causing ORA-22275: Invalid LOB Locator Specified (Doc ID 2770640.1)

Symptoms

When user try to select VARCHAR2(16000) from a table, he gets an error "ORA-22275: invalid LOB locator specified".
Same select works fine for the SYS user.

 VPD is enabled
