19c: UTL_HTTP calls against some URLs may return corrupted data (Doc ID 2771011.1)

Symptoms

When running a UTL_HTTP call against a secure web site (such as UTL_HTTP.get_response or UTL_HTTP.request) and mainly on Windows (other platforms not confirmed), the data returned may be corrupted.

This may work sometimes and corrupt other times (may depend on amount of data being called, with more data corrupting).

This may also work if you use a PROXY to connect to the URL and sometimes it may still corrupt.

The affected versions seem to be 19.3 and above.
