Symptoms

When attempting to call an external procedure in 19c after upgrading from a earlier release, the following error occurs whenever the session reaches the SQLNET.INBOUND_CONNECT_TIMEOUT value

ORA-28576: lost RPC connection to external procedure agent

Changes

 Upgrade to 19c.
