ACTUAL BEHAVIOR
---------------
High consumption of PGA leads to ORA-04036/ORA-4030

An sql query used to create an XML file (using XMLELEMENT) crashes with ORA-04036 or ORA-04030.

The query creates an XML file of around 1GB, but uses around 34 GB of PGA. In our first test, we got ORA-04036 (pga limit reached). Increased PGA limit to 70 GB, but got ORA-04030.

Changed the ulimit limits for Oracle and grid user to unlimited, but still getting ORA-04030.

Running Oracle Database Enterprise 19.10 on Oracle Linux 8.1
