DATABASE FIREWALL POLICIES ARE NOT PUBLISHED (Doc ID 2782798.1)

Symptoms

Database Firewall Policies are not PUBLISHED after creation.

According to manual, in AVDF 20.3 or above, Database Firewall Policies is not needed push publish button.
However,  the status of  PUBLISHED is "NO" after creation.
