enq: RO - Fast Object Reuse Events Since Upgrading To 19c (Doc ID 2783009.1)

Symptoms

After the upgrade to 19c, there are lots of "enq: RO - fast object reuse" wait events:
- Version 19.10.0.0.0
- AWR reports show up to 20% of DB time for "enq: RO - fast object reuse"
- No drop/truncate table statements are executed
- Active session history always shows the Checkpoint Process as blocker
