Providing a method to modify TYPE_ACL's ATTRIBUTE of resource when CRS-2521 is occurred by 'crsctl setperm type' command.

crsctl setperm type ora.listener.type -x user: xxx1:rwx
CRS-2521: Read-only attribute 'TYPE_ACL' cannot be modified
CRS-4000: Command Setperm failed, or completed with errors.
