Can Not Start Mgp From The Control Center (Doc ID 278490.1)

Symptoms

1. clicking on MGP Control, the current mode says "Stopped" and there is a "Start" button to
start MGP. It takes several seconds
for it to come back as "starting MGP" but refreshing the screen seems to set it back to "stopped".

2. The other symptom is that my user is testing, trying to make a change on the primary db and
resynchronize to obtain the change, but without MGP running, his queues aren't being updated and
he doesn't see the change on his laptop.
