Database startup is failing with the error ORA-02778 after applying patches on windows (Doc ID 2787586.1)

Oracle Database - Enterprise Edition - Version 12.1.0.2 and later
Microsoft Windows x64 (64-bit)

Symptoms

After installing the patches seeing the below error while trying to start the database.

 >sqlplus / as sysdba
   Connected to an idle instance.

  SQL> startup
  ORA-02778: Name given for the log directory is invalid

Changes

Applied the below patches.

p32396181_121020_MSWIN-x86-64
p32427683_121020_MSWIN-x86-64
