Statement_id Values In Unified_audit_trail (Doc ID 2788265.1)

Symptoms

Looking at the statement_id from the unified_audit_trail table, we see these values for the following SQL statements:

5 ALTER SYSTEM SWITCH LOGFILE
1094 ALTER DATABASE BACKUP CONTROLFILE TO TRACE
2856 ALTER SYSTEM ARCHIVE LOG CURRENT
2922 ALTER SYSTEM ARCHIVE LOG CURRENT
4196 ALTER SYSTEM ARCHIVE LOG CURRENT
2918 ALTER SYSTEM ARCHIVE LOG CURRENT
4198 ALTER SYSTEM ARCHIVE LOG CURRENT
2872 ALTER SYSTEM ARCHIVE LOG CURRENT
2906 ALTER SYSTEM ARCHIVE LOG CURRENT
2904 ALTER SYSTEM ARCHIVE LOG CURRENT

Question is:
1) Why is the statement_id different for the same SQL statement?
2) Also it appears the statement_id does not correspond to the same SQL statement across databases?
3) Is there a document that provides a list of possible values for such internal statements?
