Slow query on DBA_AUTOTASK_CLIENT (Doc ID 2789330.1)

Symptoms

Within our OEM environment and navigating on any target database instance to Adminstration -> Oracle Scheduler -> Automated Maintenance Tasks hangs and takes too long to return to the screen, up to a couple of minutes. Also noticed on each database target, selecting from DBA_AUTOTASK_CLIENT returns back with only three rows after 4 seconds and up to over a minute on some targets.
