VIP on Available Node is Changed to OFFLINE When Other Node is Stopped

Symptoms
After a node is stopped and failover is proceeded, the VIP on an available node becomes OFFLINE.
When the issue is occured, the bound IP address for the network device of VIP on an available node is replaced unexpectedly after failover is proceeded.
From crsd_orarootagent_root.trc, the original IP ADREESS for the network device is replaced by different IP ADDRESS and agent fails to find VIP resource.
