Symptoms

Mgw.log has below error:

java.sql.SQLException: ORA-12154: TNS:could not resolve the connect identifier specified

       at oracle.jdbc.driver.T2CConnection.checkError(T2CConnection.java:1168)

Changes

Database upgraded from 12c to 19c and agent failed  with above error
