Symptoms

Executing a web service call with Apex or utl_http results in
ORA-27163 "out of memory"

The web service receives back the XML payload into a variable, and in doing so, some calls (usually with more results) return the ORA-27163 out of memory error. Increases in server memory from 8G to 16G had no effect.
