Symptoms
Unable to query database after connecting as sys as sysdba
and odbc when the database is started up in Mount only mode
Any attempt at query causes the error ORA-3114 not connected to ORACLE
However whilst in mount mode you should be able to still query some restricted views.
eg.
"SELECT * FROM V$INSTANCE"
This feature works for SQL*Plus.
