System, Sysaux, Undo, Temp tablespaces have different mkeyid (Doc ID 2797278.1)

In production Database, the root container (con_id=1) has different mkeyid
for SYSAUX, UNDO tablespaces ( which is missing from the wallet file) and a
different mkeyid for SYSTEM, TEMP tablespaces ( which is found in wallet

Customer mentioned that they faced some OS permission issues in their
production DB while they implemented TDE ( while executing 'set key' command)
and they re-executed 'set key' command few times on production DB root
container and this caused the mismatch mkeyids of SYSTEM, SYSAUX, UNDO, TEMP
