ORA-01031: with SYSOPER trying to Open, Close, or Drop PDB from a remote server or using connect string through a Listener (Doc ID 2797543.1)

Symptoms

When connected as a C## (common) user with SYSOPER role / privilege, and connecting to a PDB from a remote server (or through a Listener using @PDB), you cannot open, close, or correctly administer the PDB.


1. Create a common user in the CDB Root Container:

*NOTE:

- Even with SYSOPER granted, the user is unable to open or close the PDB.
