ODA 19.11: FIPS Not Fully Enabled After Patching/Update from Previous Version (Doc ID 2797586.1)

Symptoms

In the 19.11 ODA release FIPS 140-2 is supposed to be enabled automatically but it doesn't get fully activated when patching from a previous version (e.g. 19.10 to 19.11).

NOTE: This only applies to patched/updated ODA systems from previous versions, this does not apply to re-imaged or newly deployed systems on 19.11 ODA.

A few of the "dracut" RPM's are not installed and the "/etc/system-fips" file does not exist after update completes.
