Symptoms

Customer was getting  ORA-24247: network access denied by access control list (ACL)/ ORA-06512: at "SYS.DBMS_DEBUG_JDWP", line 68, while PERFORMING A PACKAGE DEBUGGING  FROM SQL DEVELOPER



Execution of this package thru SQL plus  results on different Errors, NOT able to reproduce the ACL error ORA-24247.





Changes

This happened after upgrading from 12.2 to 19.10 upgrade.
