CRS resources VIP, SCAN VIP goes offline in 18c GI

Symptoms
CRS resources VIP, SCAN VIP went offline.
vip , scan vip check failed and went offline , and other node tried to start it but it failed with CRS-5005.
This issue occurs every 49.7 days.
