19c Create Gold Image on Windows Fails With INS-32700 Error And Files Not Added Warning (Doc ID 2804789.1)

When creating 19c gold image after patching to 19.11 on Windows 2019 64-bit, it fails with following error.

It reports that the below 2 files are not added to the gold image as warnings before it fails.
MessageUtilOMX.js
drag_horizontal.png

However, these files exist with right permission for the user.
